This is the list of current core countries. Every year the iRB anounce the list of core countries and it is allegedly supposed to based on the previous years success.

    Argentina
    Australia
    England
    Fiji
    France
    Kenya
    New Zealand
    Samoa
    Scotland
    South Africa
    United States
    Wales

Based on that Canada is a lock to be back in as a core member.

    Current standings

    SAMOA 164
    NEW ZEALAND 149
    AUSTRALIA 122
    FIJI 108
    ENGLAND 96
    SOUTH AFRICA 80
    ARGENTINA 62
    KENYA 52
    WALES 34
    UNITED STATES 32
    CANADA 15
    SCOTLAND 12

How many of you believe that the iRB will drop France and replace them with Canada as a new core member?

I am not holding my breath either, I guess they could just 'add' Canada as a new core member.

Hard to have 13 or 16 spots taken for the seven tournaments other than HK. Maybe it is time to go to 24 teams in all eight tournaments and have 14 core members and put down specific qualifying standards to be a core member so everybody knows the rules before the season starts.
